We believe that you visit other countries to experience their culture: to try out their food, communicate with the locals, explore their secret hide-outs... This is especially so if you want to become fluent in a foreign language, as language acquisition requires cultural understanding. Yet experience does not always do justice to either the well-meant visitors or to the target cultures. You may end up longing to connect with local folks who could show the way to the culture you are so eager to enjoy.
